Provo City requires all dogs to be on a leash or otherwise restrained when not on the owner's property. Dogs must be under restraint in all public areas including city parks, unless the area is a designated off-leash park.
Under Provo City Code Title 8 (Animal Control), an 'animal under restraint' means an animal on a leash or lead held by a person or attached to a stationary object, confined within a vehicle, or confined on the owner's real property. Dogs must be restrained in all public spaces and parks. Citations are issued for leash law violations. Pet owners must also pick up and properly dispose of waste. Provo partners with South Utah Valley Animal Shelter for enforcement. Dogs found at large may be impounded. All dogs over 4 months old require rabies vaccination and licensing. Reduced-cost vaccination/licensing clinics are offered through the shelter typically in June and October.
Citations for dogs at large or off-leash violations. Impoundment fees apply for dogs taken to the shelter. Fines for failure to clean up waste.
