250(9) sets nine conditions on veterinarian services, animal hospitals, kennels, boarding, breeding, training, and grooming operations approved as a conditional use. Every facility must operate completely within an air-conditioned and soundproofed building, with the narrow exception of outdoor, on-leash walking areas limited to two animals at a time under staff supervision. Animal noise cannot be audible at the nearest property line. Experimental or scientific research activities are barred outright, as is on-site disposal or burial of dead animals, and services are limited to small animals only, with no work permitted on poisonous or dangerous animals.

Overnight boarding is restricted to animals already receiving treatment on the premises, meaning a facility cannot function as a general boarding kennel unrelated to its veterinary caseload. Cremation is allowed only as an accessory use, limited to animals actually treated at that clinic or hospital, and contingent on a permit from the Utah State Division of Air Quality. 020, separately defines a "veterinary hospital" as an establishment for care and treatment of household pets, livestock, and commercial poultry housed within a completely enclosed building except for exercising runs and parking, confirming the enclosed-building requirement runs through both the definitional and conditional-use sections.
