130, titled Grooming Parlors, is a single flat rule inside Provo's general animal control chapter: it shall be unlawful to keep an animal overnight at a grooming parlor. The only carve-out is for an animal owned by the operator of the grooming parlor, who may keep their own pet on site overnight without violating the section. The rule effectively separates grooming from boarding: a licensed grooming business can receive, wash, clip, and otherwise service customers' animals during business hours, but it cannot function as an overnight kennel for client animals under this section, that activity falls to a licensed kennel instead.

070, which caps most residences and commercial establishments at two dogs and two cats six months or older, expressly exempts licensed kennels, catteries, grooming parlors, and pet shops from that head-count cap, recognizing that a grooming business will have multiple animals on premises for grooming purposes. 130 targets overnight retention rather than the number of animals present during the day, a grooming parlor stays compliant with both sections as long as it sends client animals home (or to a licensed kennel) by closing time rather than boarding them overnight. The section has stood unchanged since it was enacted in 1987, with no amendments recorded in the code.
