Because Section 5-1-12 sits under Article 5-1's general provisions rather than the separate Kennels and Catteries article (5-6), a standalone grooming parlor is not automatically subject to the two-cat, two-dog household cap or the cattery/kennel business-license rule in Article 5-6; that framework applies only once a facility is also operating as a kennel or cattery. The rule targets the two nuisance risks neighbors raise about home-based grooming, outdoor noise and odor, and animals staying past business hours, without banning the business itself from residential zones.
