New Provo construction limits front-yard turf (natural or artificial) to around 35% of the landscaped area; Orem's 2023 water-wise ordinance is similar. Quality matters — products must meet minimum pile height and UV stability; cheap turf can reach 150-170 F in direct Utah Valley summer sun, creating heat-island and pet-safety issues. Infill material (crumb rubber vs. sand) is not strictly regulated but SBR rubber is discouraged near waterways. Residential turf replacement generally does not require a permit unless grading exceeds 50 cubic yards (IRC R401.1).
