Orem, UT Parking Rules: Driveway Rules (2026)

The paving duty runs with every driveway serving a parking lot, private garage, carport, or other off-street space in the City, though the requirement does not reach more than seventy feet back from the street right-of-way line, so a long rural driveway need not be paved its full length. New construction has one year from the date the building is occupied to finish the paved surface. Separately and without a length limit, the section makes it unlawful to park on grass or landscaped area anywhere in the front yard, or in a side yard that faces a street, in any residential zone; gravel, dirt, or lawn parking pads in those areas do not satisfy the code no matter how long they have been used.

A narrow carve-out exists for driveways accessing Carterville Road, which must be paved for twenty-five feet from the existing road edge and the driveway's full width, provided the surface does not track soil, rock, or mud onto the road or storm drain, subject to Development Services Director approval of the paving method. The same subsection also bars accumulating trash or junked, wrecked, or inoperative vehicles on any lot for more than seventy-two hours, unless two or fewer are screened behind an opaque fence or housed in a lawful wrecking yard, tying yard maintenance and driveway paving together as one property-upkeep standard.
