Orem does not prohibit ordinary overnight on-street parking citywide, but several rules effectively cap how long a vehicle may sit. Orem City Code 19-3-6 makes it unlawful to park any vehicle in the same location on a public street for a continuous period exceeding seventy-two (72) hours. Independently, Utah Code 41-6a-1408 defines an abandoned vehicle as one left unattended on a highway (or on the waters of the state) for a period in excess of 48 hours, or on public or private property for more than seven days without the owner's consent; the statute makes it unlawful to abandon a vehicle and authorizes a peace officer with reasonable grounds to believe a vehicle is abandoned to remove it. In Orem's designated residential parking permit areas (Orem City Code Article 19-5), on-street parking is further restricted to permit holders to relieve congestion from non-resident parking. Snow-event parking restrictions also apply when the City requests residents not to park on roads.
A vehicle exceeding 72 hours (Orem 19-3-6) or meeting the 48-hour abandonment threshold (UCA 41-6a-1408) may be cited and removed/impounded. Abandoning a vehicle is prohibited statewide, and removal is at the owner's expense under Utah Code 41-6a-1406.
