Orem, UT Parking Rules: Preferential Parking Districts (2026)

Article 19-5 of the Orem City Code, enacted by Ordinance No. O-01-0050 in December 2001, creates the City's Residential Parking Permit Program to protect neighborhoods from nonresident vehicles competing for on-street spaces near 'parking attractors' like hospitals, schools, and UTA transit stops. Any resident may start the process by submitting a written request to the City Manager under Section 19-5-7, triggering an investigation and a City Council public hearing noticed twice in a newspaper and posted in the proposed area. Section 19-5-6 requires the Council to weigh objective criteria: how much resident demand exists, how many legal on-street spaces are occupied during the restricted hours, and how much of that occupancy is by nonresident rather than resident vehicles.

Once designated under Section 19-5-5, only motor vehicles displaying a valid permit may park in the zone without being limited by the area's posted time or duration restrictions. ' A permit is nontransferable between vehicles under Section 19-5-10, and the Chief of Police controls the permit's design, display requirements, and expiration under Sections 19-5-10 and 19-5-13. Dwellings that already have required off-street parking, such as apartments and condominium complexes, are excluded from the definition of an eligible 'dwelling' under Section 19-5-3.
