Lehi, UT Animal Ordinances: Pet Groomer Rules (2026)

Lehi's Development Code defines "Pet Grooming Facility" as "a business dedicated to the grooming and care of household pets, including dogs, cats, birds, and other similar animals" that does not include overnight boarding or veterinary medical care (Chapter 39, Definitions). That distinction matters because it is what separates a grooming shop, which can locate as a Permitted or Conditional use in the city's commercial and light-industrial zones per Table 05.030-B, from a kennel or veterinary office, which fall under stricter rules.

A groomer who wants to work from a residence cannot simply open a home business. Section 20.020 requires a Home Occupation Permit for any business run from a dwelling, and pet grooming out of a house or accessory building only qualifies under the narrower "Mobile Home Occupation" category created by Section 20.050. The mobile unit's business license must carry a residential address in Lehi, and no grooming services may be performed while the unit is in motion. The unit must be fully self-contained, carrying its own fresh water for each business day (operations stop if the tank runs dry) and storing chemicals in cabinets with safety catches; it cannot connect to city utilities or dump waste into the storm drain or sanitary sewer. Parking is restricted too: a Mobile Home Occupation must keep 15 feet of clearance from any fire hydrant, utility box, ADA ramp or building entrance, cannot operate on a street with a speed limit over 35 miles per hour, and must be removed from the public right-of-way at the close of each business day. Operators must also comply with Lehi's noise ordinance under Title 5, Chapter 3.
