Section 23.190.D.2.d sets the illumination standards a nonconforming billboard must meet to convert to an electronic display. The off-premises or billboard EDS can use any illumination method otherwise allowed in Chapter 23, but in no event shall it increase the nighttime ambient illumination more than 0.3 foot candles when converting from an existing traditional non-electronic display face, with the reading taken under the distance table cross-referenced in Section 23.090.C. Every converted sign has to carry a sensor or other device that automatically determines the ambient illumination and dims the display automatically to stay under that 0.3 foot-candle ceiling as daylight fades.

Compliance isn't just self-certified: Section 23.190.D.2.i requires the applicant to submit a photometric plan showing the light dispersal in foot-candles and existing ambient conditions before the EDS goes in, then take an actual light reading once installation is finished and hand the City evidence that the 0.3 foot-candle cap is being met. A residential curfew stacks on top of the brightness limit: Section 23.190.D.2.j requires an off-premises EDS within 400 feet of an occupied dwelling, and facing within 180 degrees of it, to show only a single static message overnight between 11 p.m. and 6 a.m.; an exception applies only for an emergency public safety alert such as an AMBER Alert.
