Lehi, UT Animal Ordinances: Veterinary Clinic Zoning (2026)

The Development Code's Chapter 39 defines "Veterinary Office" as "any facility providing medical or surgical treatment, clipping, bathing or other services, including incidental boarding, to dogs, cats, and other animals" where "services are entirely within an enclosed building." That enclosed-building requirement is built into the definition itself, so an open-air or outdoor animal clinic does not qualify as a Veterinary Office use at all.

Table 05.030-B, the citywide Table of Uses for Nonresidential Zones, lists Veterinary Office among the businesses classified as either a Permitted or Conditional use depending on the zoning district; any use not carried on that table "is deemed to be prohibited," so a veterinary practice has to locate on a parcel zoned for one of the commercial or business categories the table covers, not in a residential district.

Lehi forecloses the obvious workaround of running a clinic from a house. Section 20.060, Prohibited Home Occupations, bars "animal and veterinary clinics, kennels, or other facilities which entail the raising, or keeping of dogs, cats or other animals in excess of what is permitted by Table 12.070 of this Code" from qualifying as a home occupation at all, alongside body art studios, restaurants and ambulance services. That sits on top of the separate kennel-permit trigger in Section 20.040.C.1, which requires a kennel permit for any home-based animal boarding or daycare. Together the two sections mean a genuine veterinary practice, one that boards, treats or performs surgery on animals beyond incidental grooming, has no residential path in Lehi and must locate in a zoned nonresidential district and go through Table 05.030-B's permitted-or-conditional review.
