Lehi, UT Animal Ordinances: Pet Limits (2026)

Section 6-4A-8, Allowable Number Of Dogs And Cats, sets the citywide default: except as otherwise provided elsewhere in chapter 4, no more than three dogs four months of age or older and three cats four months of age or older may be kept at any residential lot or commercial establishment at any time. The four-month cutoff means litters of puppies or kittens under that age do not count toward the cap, so a household temporarily raising a litter is not automatically in violation. The section, amended most recently by Ordinance 62-2023 in November 2023, exempts four kinds of operations outright: licensed kennels, veterinary clinics, pet stores and grooming parlors, recognizing that those businesses legitimately house more animals than a typical home.

C states that not more than three dog licenses shall be issued to one residential lot, whether it is a detached single-family lot or an attached multifamily unit, so the license count and the possession limit are meant to match. A household that wants to keep more than three dogs or three cats without qualifying for one of the four exemptions has no path to a variance in this chapter; the limit is a flat number, not a discretionary permit.
