Orem City Code Section 22-6-10.C.3 (Miscellaneous Regulations for Residential Zones) provides that the maximum number of dogs or cats four months of age or older shall not exceed two (2) each per lot. The City's animal control page restates this: no person may harbor or possess more than two (2) dogs or two (2) cats four months of age or older, except as otherwise provided in the city code. All dogs over four months old must be licensed annually with the City, and licensing requires proof that the animal is current on its rabies vaccination. License fees are $15.00 for a spayed or neutered animal and $35.00 for an unaltered animal. Keeping more animals than allowed, or keeping unlicensed dogs, is enforced through the North Utah Valley Animal Services District. The two-each limit on dogs and cats is separate from Orem's allowances for other animals such as chickens, rabbits, and pigeons, which are governed by the residential-zone animal table in the same section.
Harboring more than two dogs or two cats four months of age or older per lot violates Orem City Code Section 22-6-10.C; keeping an unlicensed dog over four months old, or one without current rabies vaccination, is also a violation. Animals kept in excess of the limit, or determined to be a nuisance by virtue of number, may be impounded under the governing animal control code.
