Orem City Code Section 22-6-10.C governs animals in residential zones. Subsection C.1 requires a lot of at least one (1) acre to keep animals, except for rabbits, pigeons, ducks, and household pets. The permitted-animal table sets maximums per acre and setback distances: cattle (5/acre, 100 ft), horses (5/acre, 100 ft), sheep or goats (6/acre), poultry/fowl/turkeys (20/acre, 40 ft from any dwelling on the same lot and 85 ft from any neighboring dwelling), rabbits (4, 20 ft), pigeons (unlimited, 20 ft), and ducks (2, 20 ft). Subsection C.7 allows hen chickens (no roosters) on single-family lots smaller than one acre, scaled by lot size: 2 hens at 5,000 sq ft, 3 at 7,000, 4 at 8,000, 5 at 9,000, 6 at 10,000, 10 at 20,000, and 12 at 30,000 sq ft. Coops must be predator-resistant, set back at least 10 feet from all property lines, not located in a front yard, and kept clean to prevent odor nuisance; chickens may not roam free except in an enclosed rear yard, are not considered household pets, and slaughtering of chickens is prohibited. No animal may be kept for commercial production, and if more than one species is kept the per-species count is reduced geometrically (one-half for two species, one-third for three, etc.).
Keeping livestock on a lot smaller than one acre, exceeding the per-lot-size chicken limits, keeping roosters, locating a coop in a front yard or within 10 feet of a property line, slaughtering chickens, or keeping animals for commercial production all violate Orem City Code Section 22-6-10.C and are enforced as zoning violations through the City's Neighborhood Improvement Team.
