Eagle Mountain, UT Animal Ordinances: Veterinary Clinic Zoning (2026)

The land development code addresses veterinary clinics as "animal care service," defined at EMMC 17.10.030 as a commercial or nonprofit facility providing medical or surgical treatment, clipping, bathing or other services, including incidental boarding, to dogs, cats and other animals; kennels, short-term pet sitting and hobby breeding are excluded and instead fall under EMMC Chapter 6.05. Wherever the use is allowed by the zone's land use table, it must also satisfy EMMC 17.75.061, a citywide supplemental standard in Article IV of Chapter 17.75, Standards for Special Uses.

That section conditions approval on three requirements: the use cannot be a nuisance to residences and other surrounding uses, any outdoor space used for waiting or care must be fully screened, and overnight keeping of animals is allowed only for treatment purposes, with overnight boarding strictly prohibited. In the agriculture zone, the Table 17.20.020 land use table lists "Animal Care Service (i.e., large and small including veterinary)" as a permitted (P) non-agricultural type use. In the equine overlay zone, Table 17.52.060 lists "Veterinary offices/hospitals" as a special (S) use, meaning it is allowed only if it complies with the Chapter 17.75 standards specific to that use type.

Because a special-use designation still requires the planning commission and city council process for the equine overlay itself, a veterinary practice sited there needs both the overlay approval and compliance with the 17.75.061 nuisance, screening and no-overnight-boarding conditions.
