Eagle Mountain, UT Noise Ordinances: Decibel Limits (2026)

070(B) creates a "per se" noise disturbance standard that doesn't depend on proving a sound is annoying, only on measuring it. 070(1) sets the maximum permissible sound level, in A-weighted decibels, for every zoning classification during restricted hours: 65 dBA covers every residential zone (R1, R2, R3, Residential Cottage), every rural and agricultural zone (RA1, RA2, RD1, RD2), the commercial zones (Commercial Neighborhood, Community and Regional), Foothill Residential, Multifamily 1 and 2, Public Facilities, and both open space classifications. Only the Industrial (I) and Light Manufacturing/Distribution (LMD) zones get a higher ceiling, 75 dBA.

Any zone the table doesn't list defaults to the same 65 dBA cap, and the planning director can set an equivalent limit for historical zones that predate the table. 070(B)(1), a suspected per se violation is measured at least 25 feet from the source, whether that's from the public right-of-way or from the property line on private land, using a decibel meter on the "A" weighing scale. 070(B)(2) sets one absolute ceiling: 85 decibels or above is automatically a noise disturbance at any time of day, in any zone, with no zone-specific exception.

The table also protects properties near a zone boundary: if a sound is plainly audible in a neighboring zone with a stricter limit, the stricter zone's cap controls, not the source zone's.
