Utah Statewide Pool Barrier and Fence Code Requirements

Through Utah Code 15A-3-202, Utah adopts the IRC Appendix G and ISPSC barrier requirements. Pools deeper than 24 inches must be enclosed by a barrier at least 48 inches high with openings no greater than four inches. Gates must open outward, be self-closing and self-latching, with latches at least 54 inches above grade. Where a dwelling forms part of the barrier, doors leading to the pool require alarms or self-closing/self-latching mechanisms. Cities enforce inspection but must apply state-mandated minimums.

Noncompliant barriers result in failed inspections and prevent issuance of certificates of occupancy or final pool permits. Civil liability for drowning incidents may be enhanced by code violations.
