Sandy, UT Swimming Pools & Spas: Fencing & Safety Requirements (2026)

Section 21-11-10 sets the baseline barrier standard for every private swimming pool in Sandy that isn't fully enclosed inside a building with solid walls. The pool must be set back at least five feet from all property lines, and the entire pool area must be surrounded by a fence or wall standing at least six feet high. The code limits how open that barrier can be: no gap or opening in the fence or wall may exceed 36 square inches, closing off the kind of wide-mesh or slatted fencing that a small child could squeeze through.

Gates are singled out for extra hardware requirements, every gate in the pool enclosure must be equipped with a self-closing device and a self-latching device, so the barrier can't be left standing open after someone passes through. The same section separately regulates semi-private and neighborhood pools built as recreational facilities, which need a Planning Commission special exception, a six-to-eight-foot perimeter fence or solid wall of their own, 30-foot front and ten-foot side/rear landscaped yards, and sign-off from at least 75 percent of property owners within 300 feet before the Commission will authorize the facility.
