Street vendor permits in Jacksonville, FL β sometimes called sidewalk vendor licenses, mobile vendor permits, or peddler permits β are the licenses required to sell goods or food on public property.
Jacksonville regulates vendors through Chapter 250 of the Code of Ordinances. Sidewalk vendors obtain permits from the Duval County Tax Collector's Office. Mobile food dispensing vendors (food trucks) no longer need a city permit due to Florida state preemption (effective July 1, 2020) but must have state permits and a local business tax receipt.
Jacksonville's vendor regulations are found in the Code of Ordinances Title VI, Chapter 250 (Miscellaneous Business Regulations). Three vendor categories exist: Sidewalk Vendors (Part 3, Sections 250.301-306), Street Vendors (Part 6), and Mobile Food Dispensing Vendors (Part 12, Sections 250.1201+). Effective July 1, 2020, the Florida Legislature preempted local government regulation of mobile food dispensing vendor units (food trucks and food carts), so these vendors no longer need a City of Jacksonville vendor permit. However, they must: obtain and clearly display all required State of Florida permits (DBPR food service license); obtain a local business tax receipt from the Duval County Tax Collector; and pass a Jacksonville Fire Prevention Office inspection. Sidewalk vendors (non-food merchandise) still require a city permit from the Duval County Tax Collector's Office and must operate from assigned locations. Street vendors selling goods from vehicles on public streets also need permits under Part 6. All vendors must comply with setback requirements from fire hydrants (15 feet) and other sidewalk vendors (75 feet for food trucks from assigned sidewalk vendors).
Operating without required permits: misdemeanor, fine up to $500. Fire code violations: immediate shutdown. Display of state permits: required at all times.
