Under the Georgia ISPSC, an on-ground pool wall can serve as the barrier only where that wall is at least 48 inches above grade around the entire perimeter and any ladder or steps are removable or guarded; otherwise a separate compliant barrier is needed. Because the local zoning standard is 5 feet, plan an enclosure that satisfies both. Confirm permit fees and barrier details with Community Development.
Installing an above-ground pool over 24 inches deep without a permit, or without the required enclosure, is subject to correction notices, failed inspection, and potential removal of non-conforming work.
