Johns Creek's Zoning Ordinance (Sec. 19.3.12) requires every private pool to be completely surrounded by an enclosure - a fence, wall, or building - at least 5 feet high, with self-closing, positive-latching gates. The enclosure must be locked when the pool is not in use, with a 5-foot unclimbable space, and must be in place before pool completion.
Under Appendix A (Zoning), Section 19.3.12.B, all private swimming pools "shall be completely surrounded by an enclosure." The enclosure must be "a fence, wall, or building, to prevent access to the pool by unsupervised children and/or animals," and must be "an effective fence or wall not less than 5 feet high with self-closing, positive-latching gates provided on the outer side of the deck area." The entrance must be locked when the pool is not open for use, and "all surrounding objects or structures must have a separation of five feet from the enclosure to provide an unclimbable space." The enclosure must be in place before pool completion, and materials and construction must comply with Fulton County Health Department regulations. Note the local zoning standard sets a 5-foot height. In addition, the city enforces the 2024 International Swimming Pool and Spa Code with Georgia Amendments at the building-permit stage, whose barrier provisions require a barrier at least 48 inches high with self-closing, self-latching gates that open away from the pool. Where standards differ, the more protective requirement controls, so plan for a barrier that meets both the local 5-foot enclosure rule and the state ISPSC gate provisions.
A pool without a compliant enclosure will fail inspection and cannot receive final approval; an existing pool found without a locked, 5-foot enclosure can be cited as a code/zoning violation requiring correction.
