Above-ground pools in Katy must obtain the same building permit and meet the same 2021 ISPSC standards as in-ground residential pools.
Under Chapter 3, Article 3.02, Division 10 of Katy's Code of Ordinances, the city has adopted the 2021 International Swimming Pool and Spa Code, which applies equally to above-ground installations. Owners must submit a residential building permit application showing the pool's location on the lot, barrier plan, electrical layout, and any decking. Setbacks from property lines, easements, and structures must comply with city zoning. Electrical bonding and GFCI protection follow the 2020 National Electrical Code as adopted by Katy. Removable or self-locking ladders are required when the pool wall does not itself form a compliant barrier.
Installing an above-ground pool without a permit, omitting required barriers, or leaving a non-removable ladder accessible can lead to citations and required correction.
