Above-ground pools deeper than 24 inches in unincorporated Larimer County still need a barrier. Where the pool is above grade, the barrier may be installed on grade or mounted on top of the pool structure. Mesh fences may not be installed on top of on-ground pools.
The adopted 2021 ISPSC treats above-ground and on-ground pools the same as in-ground pools for barrier purposes once they exceed 24 inches deep. If the pool wall itself serves as the barrier it must meet the 48-inch effective height and the 4-inch sphere rule, and any ladder or steps must be removable or secured against access. On-ground storable pools require manufacturer specifications for the pool, ladders/stairs, and circulation equipment at permit submittal. Mesh barrier fences cannot be mounted on top of on-ground residential pools.
An above-ground pool without a compliant barrier or with an unsecured ladder fails inspection and may not be filled or used until corrected.
