Rocklin, CA Swimming Pools & Spas: Above-Ground Pools (2026)

Rocklin Municipal Code does not contain a separate above-ground pool chapter. Instead, Title 15 adopts the California Residential Code (which treats above-ground pools as 'swimming pools' once water depth exceeds 24 inches in the CRC, or 18 inches under H&S Code §115921), and Zoning Code §17.08.150 requires a 5-foot fence with self-latching gates around all pools regardless of construction type. Per the City's Pool Regulations, the seven SB 442 features apply equally to above-ground installations: an above-ground pool can satisfy isolation by using its own pool wall as one barrier ONLY if the pool wall is at least 48 inches above ground AND the ladder/steps are removable, lockable, or surrounded by their own compliant barrier — otherwise an external 5-foot enclosure must surround it. Electrical bonding/grounding of the pool shell and equipment is inspected under CEC Article 680. Setbacks default to the underlying residential zone in Title 17 (typically 5 ft side/rear for accessory water features; verify with planneroftheday@rocklin.ca.us).
