Per Rocklin Municipal Code §17.08.150 (Title 17 Zoning, Chapter 17.08 Use Regulations), 'a five-foot fence with self-latching gates shall surround all pools.' Rocklin's Pool Regulations page implements the California Swimming Pool Safety Act (Health & Safety Code §115922–115923) by detailing the enclosure minimums: (1) at least 5 feet high; (2) maximum gap between the bottom of the enclosure and the ground not to exceed 2 inches; (3) gaps or voids in the enclosure less than 4 inches; (4) the enclosure shall be free of handholds or footholds that could allow a child below the age of five to climb in; (5) access gates shall open away from the pool and be equipped with a self-closing and self-latching device with a release mechanism placed not lower than 60 inches above the ground. Chapter 17.76 (Fences and Walls) governs general fence permitting that interacts with the pool-enclosure overlay. Under SB 442 (2018), new and remodeled pools must comply with at least TWO of the seven authorized drowning-prevention features in Health & Safety Code §115922(b), of which an isolation enclosure is one — meaning a Rocklin homeowner must add at least one more feature (mesh fence, safety cover, exit alarm, self-closing door, pool alarm, or other equivalent) on top of the 5-foot fence.
Failure to maintain a compliant enclosure is enforceable as a Municipal Code violation through Title 15 (Buildings) and Title 17 (Zoning), referred via the Code Enforcement Division. The Swimming Pool Safety Act also exposes the property owner to civil liability for drowning incidents where barriers were non-compliant.
