Clayton County enforces the Georgia State Minimum Standard One- and Two-Family Dwelling Code (IRC), Appendix G. The barrier must be at least 48 inches above grade on the side facing away from the pool, and openings must not allow a 4-inch-diameter sphere to pass. Where the barrier uses horizontal and vertical members, spacing rules further limit footholds. The barrier must fully surround the pool and separate it from the home and yard. Gates have added self-closing and self-latching rules (see pool safety). Cities may adopt stricter local amendments.
An unfenced or noncompliant pool is a code violation; the county can require correction before final inspection and issue citations. A drowning hazard exposes owners to civil liability.
