There is no county pool-fence rule. Residential pool barriers are set statewide by the PA Uniform Construction Code, which adopts the 2021 ISPSC: a barrier at least 48 inches high must enclose any pool or spa over 24 inches deep, enforced by your municipality.
Lancaster County sets no barrier rule. Pool fencing is governed by the PA UCC, which at 34 Pa. Code Section 403.21(a)(14) adopts the 2021 International Swimming Pool and Spa Code. ISPSC Section 305 requires an enclosing barrier for residential pools and spas deeper than 24 inches. Under Section 305.2.1 the barrier must be at least 48 inches above grade on the outside, with no gaps a 4-inch sphere can pass and limited clearance beneath. Openings and gates must be self-closing and self-latching with the release at least 54 inches above the ground.
