The Ohio Residential Code Appendix G (mirroring the International Residential Code) is adopted statewide under ORC 3781.10 and applies to one-, two-, and three-family dwellings. It requires that any pool, spa, or hot tub capable of holding water more than 24 inches deep be enclosed by a barrier at least 48 inches high, with openings preventing passage of a 4-inch sphere. Gates must be self-closing and self-latching with the latch at least 54 inches above grade. Doors from the home to the pool area require alarms or approved safety covers. Local building departments enforce these requirements; cities may impose additional stricter standards but cannot weaken the state code.
Building without code-compliant barriers can result in stop-work orders, daily fines under local enforcement, and personal liability for drowning injuries under ORC 3781.10 enforcement provisions.
