Pool fencing in Massachusetts is governed by the MA State Building Code (780 CMR), which requires a minimum 48-inch barrier around all in-ground and above-ground pools. Norfolk County does not have an additional county pool barrier code.
Massachusetts Building Code 780 CMR adopts the International Residential Code (IRC) pool barrier requirements. All in-ground swimming pools must be surrounded by a barrier at least 48 inches high. Barriers must be self-closing and self-latching with the latch on the pool side. Gates must open outward. The barrier must prevent a 4-inch sphere from passing through any opening. Above-ground pools with access ladders must have lockable ladder gates or removable ladders. Norfolk County does not add to this requirement; the state code applies uniformly. Individual municipalities may have additional requirements through local health or building regulations.
Building code violations: stop-work order, fine up to $500 per day (780 CMR). Local building inspector enforces. Insurance coverage may be voided for non-compliant pools.
