Pennsylvania adopts the International Swimming Pool and Spa Code (ISPSC) statewide. A pool barrier must be at least 48 inches high, measured on the side facing away from the pool. Your municipal building department enforces it.
York County sets no pool-fence rule of its own; the barrier standard comes from the ISPSC 2018, adopted through Pennsylvania's Uniform Construction Code and enforced by your borough or township. Outdoor pools and spas must be surrounded by a compliant barrier. The barrier must be at least 48 inches high measured on the outside, must not allow a 4-inch sphere to pass through openings, and gates must be self-closing and self-latching (see safety-rules). These rules apply to in-ground and above-ground pools holding water 24 inches or deeper.
Barrier violations are enforced by the municipal code official under the UCC; failing to install or maintain a compliant barrier can block final approval and draw local code-enforcement fines.
