The County's energy provisions also require a cover for outdoor spas (with a solar exception), and pool/spa heating equipment must meet mandatory efficiency standards (on-off switch, no pilot light, weatherproof operating instructions). Spa and hot tub piping must pass the same pressure test before being concealed. Electrical rules require GFCI protection and bonding of metal parts within 5 feet of the spa, and lighting/ceiling fans over a spa generally must be at least 7 feet 6 inches above the maximum water level and GFCI-protected. A building permit is generally required; verify with County Development and Code Services.
A spa or hot tub without an ASTM F1346-91 locking cover and without a conforming barrier is non-compliant. Missing GFCI protection or bonding will fail electrical inspection.
