Galt hot tubs and spas require a building and electrical permit. Spas with locking safety covers meeting ASTM F1346 are exempt from the 5-foot pool fence, but must still comply with electrical bonding and setbacks.
California Building Code section 3109 exempts spas and hot tubs with an approved locking safety cover meeting ASTM F1346 from the HSC 115923 enclosure requirement. However, plumbing, electrical bonding, and GFCI protection per CEC Article 680 are mandatory. Permits are required for installation including the dedicated electrical circuit. Setbacks typically require 5 feet from property lines and 10 feet from overhead power lines. Spas must have anti-entrapment drain covers per VGB Act. Portable spas under 750 gallons on 120V GFCI circuits have simpler permit pathways but still need inspection. Spa noise from pumps at night can trigger quiet hours violations; enclosures with sound baffles may be required near property lines.
Unpermitted spa installation: stop-work, double fees. Missing safety cover: civil penalty and required retrofit.
