Galt pools built or remodeled after Jan 1, 2018 must have two of seven drowning-prevention features under HSC 115922: barrier, mesh fence, safety cover, door alarm, self-closing doors, pool alarm, or ASTM equivalent.
HSC 115922 (Swimming Pool Safety Act amendments effective 2018) requires two of the following: enclosure meeting HSC 115923, removable mesh fencing meeting ASTM F2286 with self-closing gate, approved safety cover meeting ASTM F1346, exit alarms on doors leading to pool, self-closing self-latching device on doors at least 54 inches above floor, pool alarm meeting ASTM F2208, or other protections adopted by ASTM. All public and residential pools must also meet Virginia Graeme Baker Pool and Spa Safety Act anti-entrapment drain cover standards federally. Pool contractors must provide the Department of Health brochure on pool safety. Real estate sellers must disclose pool safety compliance on the Transfer Disclosure Statement. Galt enforces through final inspections and resale verification.
Non-compliance: 500 dollar civil penalty, cannot pass real estate resale inspection, liability exposure under California premises liability.
