California Pool Safety Act (Health and Safety Code §115920 et seq., SB 442) requires every newly constructed or remodeled swimming pool at a private single-family home to include at least two of seven listed drowning-prevention safety features.
Per SB 442, the seven listed features are: (1) enclosure that isolates the pool from the home, (2) removable mesh fencing meeting ASTM F2286, (3) approved safety pool cover meeting ASTM F1346, (4) exit alarms on doors with direct access to the pool, (5) self-closing self-latching device on direct-access doors with release at least 54 in above floor, (6) swimming-pool alarm meeting ASTM F2208, (7) anti-entrapment drain covers meeting ASME A112.19.8 / VGB Act. New construction and remodels exceeding $5,000 must include at least two. Sacramento County Building enforces at final inspection.
Failure to install required safety features is a Building Code violation and a separate civil liability under H&S §115924. Negligence claims may result from drowning incidents.
