Only state-licensed 'safe and sane' fireworks bearing the State Fire Marshal seal qualify. Aerial / explosive consumer fireworks (mortars, M-80s, bottle rockets) are illegal at all times. During declared red-flag or extreme-fire conditions, the County or Cal Fire may shorten or close the window.
