Elk Grove, CA Fire Regulations: Fireworks (2026)

Section 4.54.300 makes it unlawful to possess, sell, use, display or explode any rocket, firecracker, roman candle, squib, torpedo, fire balloon, sparkler, black cartridge or other combustible or explosive device of any kind within City limits. Section 4.54.320 carves out "safe and sane fireworks" as defined in the California Health and Safety Code, but only during the window from 12:00 noon on June 28th through 10:00 p.m. on July 5th each year. Selling safe and sane fireworks requires a valid City business license under § 4.54.330, and only nonprofit organizations that have met in Elk Grove for at least one continuous year and have at least 20 bona fide members qualify under § 4.54.350; no organization may submit more than two license applications.

Wholesale storage of fireworks is unlawful without permits from the Fire District and the Building Official, and only between June 1st and July 15th, per § 4.54.340. The Cosumnes Community Services District Fire Department (or the Building Official outside a fire district) enforces the article under § 4.54.410, and § 4.54.440 lets the Fire Chief seize any fireworks stocked, offered, or held in violation when they pose an imminent threat to public safety. Public fireworks displays require a written permit from the Fire Chief and must be run by a State-licensed operator under § 4.54.310.
