Elk Grove Municipal Code Chapter 8.30 authorizes the sale and use of California State Fire Marshal certified Safe & Sane fireworks during a strictly limited window each year. Licensed nonprofit organizations may operate temporary fireworks stands from noon on June 28 through noon on July 4 under a city permit. Consumers may discharge Safe & Sane fireworks only on private property (with owner consent) between noon on July 1 and midnight on July 4. Discharge in parks, on streets, sidewalks, or at schools is prohibited. Any firework not stamped Safe & Sane, including bottle rockets, Roman candles, mortars, M-80s, and sparkler bombs, is illegal under California Health & Safety Code Β§12500 and city ordinance. Cosumnes Fire and Elk Grove Police deploy additional patrols and an online reporting portal during the July 4 period.
Illegal (non Safe & Sane) fireworks: administrative fine up to $1,000 per violation for the responsible person and/or property owner. Hosting a party where illegal fireworks are used can result in social host liability and cost recovery for fire response.
