Elk Grove, CA Fence Regulations: Material Restrictions (2026)

060(B) sets the material rules. Paragraph 3 states barbed wire fencing shall not be constructed or placed atop a fence except in agricultural, open space, or industrial areas, and requires a minor design review permit for barbed wire abutting residential or commercial areas even where otherwise allowed. Paragraph 1 requires screening fences and gates in residential and agricultural-residential districts to be solid wood, solid vinyl, masonry, tubular steel, or wrought iron; agricultural-residential districts may additionally use chain-link outside required yards, but no chain-link is allowed within a required yard.

Paragraph 2 requires screening fences in industrial or commercial districts to be metal, tubular steel, masonry, or wrought iron, and allows chain-link in the interior side and rear yards of industrial districts adjacent to other industrial zones or uses, and anywhere outside a required yard. Paragraph 4 allows the Community Development Director, Zoning Administrator, or Planning Commission to approve alternative materials as part of a discretionary entitlement. Subsection A requires open-view fencing along public street frontages of nonresidential and multifamily projects and next to open space areas, unless a solid fence is needed for noise attenuation or screening.

Subsection C requires masonry walls to carry a graffiti-resistant surface treatment when required by the Community Development Director due to the wall's location. 070(C) separately requires livestock fencing in agricultural zones to be built to an adequate height and design to control and contain livestock at all times.
