A commercial generator may not set out any container where the container will block driveways, be in the public right-of-way, or otherwise obstruct vehicular traffic.

040(C). Subsection (B) requires containers to be nonabsorbent, watertight, vector-resistant, durable, easily cleanable, fitted with drainage plugs, and marked with the generator's address in text at least three inches high. 051(B) bars placing storage containers so they block or impede passage through an alley or through any doorway of a building adjoining an alley, even a vacant one, and subsection (C) requires the generator to monitor its storage area to prevent scavenging and rubbish accumulation. 052(D) governs the moment of pickup: unless the hauler provides manual roll-out or push service, a commercial generator must set out containers at locations that minimize traffic impact and cannot place a container where it blocks a driveway, sits in the right-of-way, or otherwise obstructs vehicular traffic.
