030(D) requires residential generators to store carts out of view from any street, sidewalk, or public right-of-way using a fence, landscaping, a building, or other screening the City finds effective; storing containers on the side of the residence immediately adjacent to the backyard fence automatically satisfies this rule, but no one may store a cart or other container on public property, including the right-of-way, at any time. the morning after collection.
