Sacramento County Code Title 8 (Animal Control) requires dogs to be on leash or otherwise under restraint when off the owner's premises. Off-leash dogs in public are an infraction enforceable by Animal Care and Regulation.
The leash standard applies in all public places: streets, parks (except designated off-leash areas), trails, and other private property without the owner's consent. Dogs at large can be impounded; owners pay impound, license, and citation fees to retrieve. Service animals and law-enforcement K-9s are exempt. Sacramento County Animal Care also enforces licensing - all dogs over 4 months must be licensed and currently rabies-vaccinated.
Infraction citation - typical fines $50 first offense, $100 second, $200 third within 12 months. Repeat at-large or aggressive dog incidents can escalate to dangerous-dog hearings under §8.40.
