All dogs in Folsom must be leashed (6 ft maximum) in public and may not run at large. Folsom Dog Park (at Lembi Park) and the designated area at Willow Hill Reservoir allow off-leash use. Enforcement by Sacramento County Animal Care under city contract.
Folsom Municipal Code Chapter 6 and Sacramento County Code Β§9.04 require dogs to be restrained by a physical leash not exceeding 6 feet whenever off the owner's private property. Voice-command off-leash is NOT legal on public streets, sidewalks, or trails in Folsom β including the popular Folsom Lake SRA, Humbug-Willow Creek Trail, and Johnny Cash Trail. Designated off-leash areas: Lembi Park Dog Park (1 Lembi Drive) and Willow Hill Reservoir off-leash zone. Folsom Lake State Recreation Area follows California State Parks leash rules which also require 6-foot leashes. Loose dogs are impounded at Bradshaw Animal Shelter.
