All dogs in Folsom must be leashed (6 ft maximum) in public and may not run at large. Off-leash use is allowed only within the city's designated off-leash dog parks. Enforcement by Sacramento County Animal Care under city contract.
Folsom Municipal Code Chapter 6 and Sacramento County Code 9.04 require dogs to be restrained by a physical leash not exceeding 6 feet whenever off the owner's private property. Voice-command off-leash is NOT legal on public streets, sidewalks, or trails in Folsom - including the popular Folsom Lake SRA, Humbug-Willow Creek Trail, and Johnny Cash Trail. Dogs may only be off-leash within the city's designated off-leash dog parks; all other parks, trails, and open space require a 6-foot leash. Folsom Lake State Recreation Area follows California State Parks leash rules which also require 6-foot leashes. Loose dogs are impounded at Bradshaw Animal Shelter.
First offense: $50 citation and/or warning. Second: $100. Third: $250 plus mandatory licensing compliance. Impound fees apply (~$75 plus $25/day boarding).
