AB 1572 (2023) prohibits potable water use on non-functional turf at commercial, industrial, and HOA common areas, phased in 2027-2031 β driving large-scale native and low-water conversions. Regional Water Authority and City of Folsom periodically offer turf replacement rebates (typically $2 per sq ft up to $3,000) for residential conversions. Native plant landscapes reduce fire fuel load when properly spaced, support pollinators, and eliminate most pesticide/fertilizer needs.
