Folsom Municipal Code protects native oaks (Quercus species), heritage trees, and trees in required landscape areas. Permissible without permit: removal of dead wood, crossing branches, and minor shaping not exceeding 25% of live canopy in any 12-month period. Requires permit: removal of more than 25% of canopy, topping or heading cuts on oaks (which causes decline), pruning within the tree protection zone (dripline) during construction, and any work on a designated heritage tree. Permit applications require an ISA-certified arborist report justifying the work and specifying pruning standards (ANSI A300). Work on privately owned trees overhanging a neighbor's property is limited to the portion on the neighbor's side and must not damage the tree (Booska v. Patel). SMUD (Sacramento Municipal Utility District) handles mandatory clearance pruning under utility lines and may trim without owner consent to maintain 10-foot minimum clearance under GO 95. Tree trimming during bird nesting season (Feb 1 β Aug 31) requires nest survey to comply with Migratory Bird Treaty Act and CA Fish & Game Code Β§3503.
