030(E), item 249, lists "Veterinarian, animal hospital/clinic" as permitted outright in the C-2 and C-3 commercial zones and, subject to special condition 8, in the C-1 neighborhood business zone, but the BP business-professional zone allows the use only under special condition 1. 040(8) spells out condition 8: the clinic is permitted only when there is no outdoor storage and the gross floor area does not exceed 2,500 square feet; anything larger triggers a conditional use permit from the planning commission. The BP zone's condition 1, from the same section, requires a minor conditional use permit issued by the planning commission or the historic district commission regardless of size, and the use table separately notes that BP-zone veterinary uses may not include outdoor animal areas or nonmedical boarding.
