030 sets a flat numeric cap: no more than three dogs and no more than three cats, each over four months of age, may be owned or harbored at any one dwelling unit as defined by Folsom's zoning code, or at any single industrial or commercial establishment. Puppies and kittens four months old or younger do not count toward the limit, which lets a litter be raised temporarily without tripping the cap. The limit does not apply to duly licensed, lawfully operating businesses engaged in the sale or care of animals, pet stores, animal breeders, kennels, catteries, shelters, animal care facilities, animal hospitals, and veterinarians, but that carve-out does not excuse those operations from every other local, state, or federal law governing how they run.

030, so a household at the three-and-three cap is also carrying up to six license tags and six current rabies certificates. Enforcement runs through the animal services department; an animal services officer investigating a complaint, for noise, an at-large dog, or a neighbor report, can identify an over-limit household during a routine call. 030 may be charged as an infraction or misdemeanor at the prosecuting authority's discretion, giving the city room to escalate a repeat over-limit household.
