Summary
Rancho Cordova bars owners from letting any animal, other than a domestic cat, run without a leash or on a leash longer than eight feet anywhere in the city unless the area is specifically posted as leash-free.
No owner of any animal, wild or domestic, except the domestic cat, shall permit or suffer the animal to: 1. Be off a leash or be restrained by a leash which is more than eight feet in length. An animal need not be on a leash while it is on the premises of its owner nor while on other private property with consent of the owner. This subsection shall apply to all areas of the city unless clearly designated as areas where leashes are not required.

010(A)(1) applies citywide: no owner of any wild or domestic animal, except the domestic cat, may permit the animal to be off-leash or restrained by a leash exceeding eight feet in length. 010(B) carves out narrow exceptions: the leash rule does not stop schools from using animals for teaching, guide work, or other school purposes when school officials permit it, and it does not require a leash if the animal is instead confined in a vehicle or cage. 060(A)(8) requires it to be muzzled and leashed with a substantial leash no longer than six feet, under the control of a responsible adult familiar with the animal.

An animal services officer has authority under § 8.04.020 to pursue and impound an at-large animal onto the property where it is found, and failure to obey a resulting administrative citation is itself a separate misdemeanor under § 1.01.190(K).
