Elk Grove, CA Swimming Pools & Spas: Safety Rules (2026)

California's Swimming Pool Safety Act (HSC §115920-115929) is among the strongest statewide pool safety regimes. Effective January 1, 2018 (AB 2651), new pools, remodeled pools, and pools at homes being sold must have at least two of the following seven features from HSC §115922: (1) An enclosure meeting §115923 specifications; (2) Removable mesh pool fencing meeting ASTM F2286 with self-closing/self-latching gate; (3) Approved safety pool cover meeting ASTM F1346; (4) Exit alarms on the home's doors leading to the pool; (5) Self-closing, self-latching devices on doors with release mechanism at least 54 inches above the floor; (6) Swimming pool alarms that detect unauthorized entry, ASTM F2208 compliant; (7) Other means of protection providing equal or greater protection. The Virginia Graeme Baker Pool and Spa Safety Act (federal, enforced in CA) requires anti-entrapment drain covers meeting ANSI/APSP-16 to prevent suction entrapment drowning. At resale, HSC §115925 requires sellers to disclose which of the safety features are present. Elk Grove does not require lifeguards at private residential pools; parental supervision is essential—CDC data show drowning is a leading cause of death for California children ages 1-4. Pool chemicals must be stored per Elk Grove Fire District hazardous materials guidelines.
