Spa hot tubs with a lockable safety cover are exempt from perimeter-barrier requirements. Sacramento County Building Permits Division verifies compliance at final inspection.
Building permit cannot be finaled if non-compliant. Operating a pool with non-compliant safety features creates negligence per se exposure under CA H&SC §115928 if a drowning occurs. Administrative penalties via code enforcement: $100/$200/$500.
