Pools in Isleton must meet Virginia Graeme Baker Act anti-entrapment standards with compliant drain covers. Suction-outlet systems must use dual drains or safety vacuum release systems.
Federal Virginia Graeme Baker Pool and Spa Safety Act (P&SS Act) and California H&S 116064 require anti-entrapment protection on all pool and spa suction outlets. Drain covers must meet ANSI/APSP-16 or ANSI/ASME A112.19.8 standards. Pools and spas must use dual drains, a safety vacuum release system (SVRS), automatic pump shut-off, or a gravity drain system. Public and semi-public pools (including HOA and hotel pools, rare in Isleton) face inspection by Sacramento County Environmental Health. Private pools built since 2007 are subject to these rules at construction. Non-compliant drain covers must be replaced.
