Rancho Cordova enforces California Health and Safety Code section 115922, requiring all new and remodeled residential pools to have at least two of seven state-approved drowning prevention safety features. Drain covers must comply with the federal Virginia Graeme Baker Pool and Spa Safety Act. Real estate disclosures are required at sale for pool safety compliance.
California Health and Safety Code section 115922 lists seven qualifying safety features: an enclosure meeting section 115923, removable mesh fencing meeting ASTM F 2286 plus self-closing self-latching door, approved safety pool cover meeting ASTM F 1346, exit alarms on doors providing direct pool access, self-closing self-latching devices on doors with release at least 54 inches high, alarms capable of detecting unauthorized entry, and other protection that provides equal or greater protection as approved by the CDPH. Pools installed or remodeled after January 1, 2018, must include at least two of these. Drain covers must meet the federal Virginia Graeme Baker Pool and Spa Safety Act to prevent suction entrapment. Home inspectors must note pool safety feature compliance in real estate transfer inspections. Rancho Cordova code enforcement can inspect pools on complaint and issue notices to correct.
Failure to maintain required safety features can result in citations, mandatory corrections, and civil liability. Non-compliant drain covers pose entrapment risk and carry federal as well as state penalties.
